Representative Barbara Ballard (D) was born on November 14, 1944 in Petersburg, Virginia. She is Associate Director of Outreach for the Dole Center at KU as well as the Minority Caucus Chair and representative for District 44. Representative Ballard received her Bachelor of the Arts degree from Webster College. She earned a Master of Sciences in Counseling from Kansas State University, and her PH.D. in Counseling from Kansas State University. She first ran for office in the Kansas House of Representatives in 1992 and has been re-elected every two years since then. She has been a member of the Legislative Education Planning Committee and Social Services Budget Committee. Representative Ballard is also the Vice-President of the National Black Caucus of State Legislators.
In her role as Associate Director of Outreach at the Dole Center, Rep. Ballard coordinates the Dole Scholars program, the Youth Civic Leadership Institute (YCLI), Civic Engagement Week, Constitution Day, the Government and History Teachers Conference, Veteran’s Day events, and a Women Running for Office series. Rep. Ballard has been with the University of Kansas since August 1980, where she has served as an Associate Vice Provost for Student Success, Associate Dean for Student Life and the Director of the Emily Taylor Women’s Resource Center. She also teaches for the School of Education and Department of Women’s Studies.
